    If this is an office environment there is a fair chance the walls are plasterboard in which case just drill a hole in the back of the power compartment and run a flexible conduit upto the spur unit. Nick

    Also make sure you have actually changed the wire in the downstairs fuse as it is not unusual for the fuses to be labelled wrongly by someone. You may have changed the upstairs by mistake . Nick
