    All I can guess is that it may be intended to show there is a supply available at the meter output terminals The idea of green being used is not really a good idea as that is the sign of safe, which a live supply is certainly not.

    Button in top left hand corner. Generally yes, except (certainly) when there is an isolator fitted. It could be argued that this applies to this circuit!! It's true to say that out here ther interpretations can get difficult

    Those guys are a lot more original than that, it's not unknown for them to connect a new service to the existing one, especially if there is a cellar or suspended floor

    Yep its a bit of plain concentric cable with ready made connections at both ends. Used by some DNOs to reduce the chance of interference and theft.

    I would suggest he can do no harm to ask, the presence of some equipment (earth mats and/or cables) should not prevent it as long as it is just for a garden area. WPD will let him know of the presence of cables etc
