pond pumps require electrical installation dont they?

to clarify my mother has bought a 65w pump with a foam filter system and i think i should return it and get something more suitable

How much use is a foam filter in a pond pump? Would it not just get clogged up very quickly and need replacing ridiculously often? and for a small pond is a 70w pump not a bit excessive?

I'm thinkin a switch is more suitable than the pullcord for ensuring open, if the neon were to fail you can't tell on a pullcord. Pullcords should be deemed unsuitable if that's the wording

The installation for this confuses me a little bit, is there some kind of different distribution system with 2 lines in america? There arent any installation instructions for the UK, would i be right in thinking that the installation in UK would be just live and neutral instead of l1 and l2...
