    You don't necessarily need an outside wall. Boiler location comes into zones in the bathroom as to where it can be fitted and as stated above also depends on the IP rating

    Ok. Rules out flow switch. If you can push diverter to heating and boiler runs fine and rads get hot (without error codes) it suggests an issue with the diverter valve itself

    Correct. It's their problem. The property should meet regulations. Regulation state the flue should be able to be inspected along it's entirety to conform condition of joints/flue and supports.

    If still under builders warranty the flat is likely to be less than 2 years old. No. It must conform to the reg's. If you can't see the flue along it's entirety then inspection hatches must be installed. If the builder sold it to you without conforming to the reg's it's their responsibility...

    You may just have flow direction set wrong for each valve. Though I'd agree with Nige F and ditch one TRV end and replace with a conventional lockshield.

    Also I'd ditch the rubber washers and replace with fiber ones. Or be very gentle when tightening up as with comp/bsp fittings it can easily damage the rubber washers.

    That more or less rules out the HW flow switch (presuming that's what he meant as these boilers I'm sure don't have a pump flow switch they work off heating sensors flow/return differentials) Though you could try unplugging it and running heating to eliminate it
