Thanks @Alastairreid I plan to use a straight edge to get the base coat relatively straight. There are places where the plaster has fallen off which makes this difficult in spots. Could I fill these small areas with one coat plaster, or is there a better way to overcome these gaps?

Have blocked in a doorway with Aerated Blocks, they seem highly absorbent. My DIY book suggests sealing wall with 1 part PVA / 5 parts water followed by 3 parts PVA / 1 part water. What's the best base coat plaster to use?

Yes, the leak is showing inside the garage. Have just looked under the leading to access what's been done as you can see the felt is lifting in places. More concerned about obvious issue in the other picture: Any advice?

Well, I have the larger Mpow lights above my garage door and don't get blinded so something of similar power may work for you. Hope this helps

I have the blocks brought already, so am committed. The existing wall is blockwork. I did some research a while back which seemed to indicate that blocks would be better to avoid cracking of plaster down the road. I know some disagree.

Depending on where you position them try Mpow LED Solar Lights. I have used them as you describe and they work for me, pretty cheap too.
