    Sounds like you have a loop in circuit but in you wall socket i'm guessing the single core is a switch cable exactly how many lights and switches are their controlling this part of the circuit?

    I forgot that RCBO are not directly fitted to the earth of the cable, though wouldn't a earth fault on one circuit also cause the RCBO to trip on the other as the earth would be connected via the back boxes

    Assuming their is two fuse spurs attached to dual back box and both are feed from separate circuits each of which are both feed by RCBOs, would this constitute poor design as both circuits would be earthing the same back box?

    From what i been told is BG are responsible from what I shall call the end of the fuse to the meter (not the tails Interesting enough) DNO (EON) will not fit an isolator it has to be arrange though BG who subs this work out to the metering agent

    I'm happy to pay for an isolator, But for £120 just to pull the fuse or reseal seems excessive i would expect it all to be done and dusted for that price

    Its strange the has has E7 but never had storage heater ever from what the previous owner told us (we are the second owner) I'm with British gas and they add both the number up though this is becoming a problem as i'm on a web tariff and it asks for meter readings online but can't accept them...
