    plastering over painted brickwork.

    Im renovating a house which has had the outside toilet and coal store incorporated in the kitchen area.     Whats the quickest and cheapest way to seal a lounge ceiling approx 20' x 10' it is nicotine stained and emulsion will not cover. I usually give it a coat of oil based undercoat ,do any of you know a better way.....
