    Depending on the fitting, it varies a little. There's often a plastic peg on one of the ends, and removing it allow the blind to come out.

    You've got bad adhesion, hence the bubbling and cracking. Sugar-soap the walls thoroughly, and consider a light sand to provide a key and remove loose paint.

    Speaking from experience, I would rather rip out and replace skirting than attempt to fully strip them. As you're repainting, you just want to roughen the surface a little; use a medium-grit paper 120, or even 80, to lightly sand the surface. Wipe down and dust off the skirting before you go...

    Yes. You might get lucky, but generally smooth shiny surfaces need to be roughened some with 120 grit or the like.

    Yup, exactly. When I painted our coving, I was also heavy on the white and covered the wall in a good inch or so; there were no issues with a couple of coats of wall emulsion when cutting in. White is, thankfully, the easiest of colours to cover.
