    One thing I noticed is that the washers that came out were much bigger than the 3/4 washers that went in. Is this just because of compression over time or is it possible that the washers should be bigger? I notice that Toolstation sell 1" washers.

    Thanks for the suggestion - I tried giving it a whack with lump hammer and also tried a cold chisel on it. I don't think it's going anywhere anytime soon! It's solidly embedded and I suspect that the concrete step will be the first thing to go if I hit it much more.
