I know the cause, it's the external wall with poorly circulating air. By drilling holes through the wall and covering with a grille, is this likely to resolve the issue?

Can you use the joist at the top of the red dotted line as part of your new frame? If so, you're not changing anything structural and just moving the hatch space within the same area. I'd run a length of timber parallel to the "big red" bit of timber so you're connecting them all together...
