The other side is the lockshield valve, unfortunately as the leak is at the bottom of the thermostatic valve shutting the valves won't make a difference. You may be able to tighten the nut with a spanner. You may need to drain it and apply ptfe tape.

if there is a trickle coming out I would say that is your problem. It really doesn't take much water to drop the pressure. So definitely a prv required. Possibly even an expansion vessel but as the vessel is inside on that boiler you would need a RGI. To check it and replace if required.

I did think of that but the plume diverter will only relocate the inner flue. I suspect that the water is getting in the outer flue(where fresh air goes in for combustion)

You could possibly fit a guard of some sort above the flue? I have often seen broken guttering joints above where the flue is that drip straight into the flue during heavy rain. Is this your problem?

What other gas appliances are in the house? And where do they T off from the main run? What make and model is the boiler? I could do the pipe sizing calcs for you if you want, tell you what you need? I could also give you a quote for the work if you want? Darren

Does this boiler have a permanent pilot light? Is that lit?

Yeah what style of house is it? Outside the house probably where the boiler is there will be a copper pipe. Is it dripping?

I'm not familiar with that boiler. I'll try and see if I can find a manual for it. Being an older boiler it probably has a manual overheat stat. That's what I would check first.
