Its a corner house. Imagine entry from side road with 3 metre wide double gates. Its not patio. The garden is at a raised level. Setup is like out of kitchen door and patio area with 1 raised step to garden. It is this area after the step which i would like to use for parking my car.

The top section of the drum where the black cap sits can be opened with a wrench. It has a mechanism in it,silat to a cisten units like a ball cock. Can this be cleaned. What part do i need to buy. Would this be whole pump as this part looks like 1 complete unit.
