    Is it a 1-series with run flat tyres ? Apparently the chassis was designed to work with the run flat tyres only so if you change the wheels to another type and fit normal tyres it will handle like sh** and be unpredictable. put it in the crusher before it kills you.

    if you can get to the back of the panel drill a pilot hole from behind. Then open this up from the front with a standard "metal" drill bit. seal the edges with gelcoat or primer to stop the moisture getting into the fibres.

    connected the feed to the overflow by mistake? If the float works and the valve is new then suspect the valve seat. If all else fails it has to be the adjustment of the float to valve clearance when the valve is in the closed position.
