I think the plug top test lead could be at fault, possibly open cct on Neutral. The meggar uses the 3 lead test for non trip efli measurement and I know if the neutral croc clip comes disconnected during the test the display reads trip. The non trip test applies 20A L-N and 15mA to earth.

was that on the ramp test? You really need to determine the cause of the tripping especially if ramp test is showing 30mA trip current. I don't think changing the DB will eliminate 'nuisance tripping' if present RCD is within spec. All it will do is limit the 'nuisance' to fewer ccts...
