    I think the plug top test lead could be at fault, possibly open cct on Neutral. The meggar uses the 3 lead test for non trip efli measurement and I know if the neutral croc clip comes disconnected during the test the display reads trip. The non trip test applies 20A L-N and 15mA to earth.

    How are you measuring the 'short circuit'? With a multimeter? set on continuity? WHAT!!! That would make the cct live!!! Perfectly normal to read a very low resistance as N-E connection somewhere depending on earthing arrangement for the supply You have now isolated the nuetral...

    Good point, so the short length of cable coming from a connection inside the building entering the back of a PIR flood is ....... ? I can see the difference if there was a run of fixed wiring on the outside of the building.
