The only way you would have a 23mm unit is if one leaf is 5mm or possibly laminated. 24mm would be More common so go 24mm I think the gasket would soak up 1mm if it was wrong.

I think you are being a bit over cautious. There are loads of things that can kill you and your worried about fitting a window with foam. Get someone else to fit it.
