Yes that would work So leaving the flexible pipe in place and moving the meter down

Its just 12" lower still leaves the Meter at just above eye level so no issue with Cars and it getting knocked hoping this can be done by RGI

Afraid not it has to be lowered the Rails for the Garage door pass horizontally across the meter

It has to move down 12" to allow the runners for the New Garage door to be fitted The Main gas feed or the Feed to the house from the meter will remain in place
