it might be worth just changing the MCB, is it very old?? they can and do fail.
As for the cartridge/fuse blow time that depends on a few things i think.

sounds like it is on its own leg, do you have bigger pipes(22mm) with these pipes feeding the rad teeing off in 15mm.
If it is the only rad you will have no flow through the pipes back to the "header 22mm pipe" if the valve is stuck shut.
these valves often seize in the summer months then dont...
a TRV is a thermostatic radiator valve, the head will be bigger than the valve the other end and probably have 5 or 6 settng marks on a top you can rotate about one full turn. if you can get the top off (maybe a silver ring) you will see a chrome or brass pin in the centre, this needs to be free...

its a lot of if's but there is the possible risk of pumping the water from your washing m/c up through the boiler if a drain blocked.
It should be on 1 1/4" min 1 1/2" pref drain though a trap of some sort to stop any smell coming up.
