    well, you've pretty much diagnosed this yourself. Pull the diverter aprt and look for muck or impurities. if it's badly worn replace it. and yes it sounds like the diverter is sticking. heat exchangeders can be flushed out with bleach and various cleaners.

    I would never lay flags on top soil. they will always sink. For a cheap sub-base you can use sharp sand, and a sprinkle of cement, but only for small areas. anything more than 1-2m sq, I would advise on the sub-base.
