From what I van work out from those pics , it just needs either adjusting or toe and heeling. Not sure if that is a cracking by the door hinge in picture one though

Can I change my door handle set up, lever/lever to lever/pad

That's exactly how split spindle handles nprmally work. ..unless you have a slam lock fitted. A slam lock , when it's closed will push a pin on the door lock and engage the locking points . A normal split spindle lock will only stop the latch from being operated so you can't gain entry...

Upvc Barrel allowing both keys in at same time? (1)

Depends on the type and size of cage, in my experience cages tend to do more damage to post than cowels

Upvc Barrel allowing both keys in at same time? (1)

Exactly this JohnD, new builds have to have thumbturns under building regulations anyway ,plus a letterbox ' cowl ' to prevent stray hands and other objects

Fully opening window on first floor (safety issues)

Makes no difference if it's a child's bedroom or not , if you need to meet the minimum requirement and this is the way to achieve it then this style will be fitted. Any habitable room ( deemed by if a single bed will fit in the room ) upstairs has to have at least one means of ' escape ' ...

Fully opening window on first floor (safety issues)

As Randomgrinch says , fit the restrictors if you are concerned. Double glazing companies generally don't fit them as standard but we do have a ' duty of care ' as we are deemed experts in our field ( i know right lol ) . Therefore if it were me then we'd be fitting them in lower level...

So when you pull the handle down, you can see a hole there? If so it's an allen key ...probably a 2mm, but maybe 3 , I can't remember of the top of my head.. but yes it is a bit of a blind hole, shine a torch in it. Just try allen keys till you get one to fit!

    Double glazing insulation

As Notch says, if you have aluminium ( generally shiny ) spacer bar then there is a potential for hear transference, hence most modern units use Black Warm arsge Spacer ( it's plastic ). The gap around the sealed unit in upvc needs to be there for the reasons Notch states , and also thermal...

Condensation on and in new window

As seems usual lately I'm late to the party lol...I don't seem to get notifications when I'm tagged for some reason. As Crank says , majority of sealed units are not vacuum , just normal air . Vacuum sealed units do exist but are normally very thin and used in particular ' heritage '...
