    P drop, Not sure you've grasped the fact that, with the exception of rented properties covered by Landlord regulations, from a legal point of view, almost nobody has to comply with what BS7671 or the IET say. Get several quotes, go with the one you prefer.

    Office 2010 works fine on W10, that's what I use when I need it. Don't know if it works on 11 but very likely. Libre Office is pretty good. Mainly I use what evedamadiynot suggests.

    Yes, Mint is a lightweight OS based on Ubuntu with all the basic software pre installed. I run it on my 13 year old ThinkPad. Not all Windoze software will run under Wine, but it's a good place to start and you can run VB on Mint if needed.
