    The valve in a y-plan does stay powered in the last position selected. Thats why the motors burn out. It's normal. Just don't listen to it and relax. :)

    you say you have a y plan. That is a fully pumped system. He probably forgot to set the switch when the timer was fitted. Try it, it will probably solve your problem if the system is wired correctly.

    If the boiler locks out when switched on and you are on the spot at that moment you can sometimes get a wiff of oil at the flue or around the burner indicating an ignition problem. It's not scientific but may help.

    What happens when you run the tap ? Does the boiler fire up ? Does the pump run ? If neither of these it could be the flow switch, or diverter valve end switch (not sure which of these your boiler has).
