    quite possibly or it could have just been raining, or they've been using a hosepipe on the lawn/flowers, or the gutter leaks, or it could be sheltered and takes a while to dry out, or its where the dog likes to pee :D

    any bricks below dpc will get wet because they are in contact with the ground, if the bricks above the dpc dont get wet it proves the dpc is working

    lots of garage roofs and guttering contain asbestos, its not the dangerous kind, i dont see any reason to remove a roof thats doing its job

    I believe it has been "tied in" - if by this you mean attached to the existing brickwork. I don't know by what method.I don't believe there is a Damp Proof Course (thanks Google) but I didn't think this was required for bricking up a hole. there should a strip of DPC wheres hes closed the cavity

    i was told you soak them and it hardened them up, plus we used to stick them up with a bit of finish and them being wet helped them stick

    not seen any of these in while, used to use em when i worked for council, you soak em in water a few minutes before you fit them. sorry no help to you though, i didnt even think you could still get em :)
