    Clearing mortar out small cold chisel, sds chisel, masonry wheel on a angle grinder. I believe joist hangers are cast into the bed joint. The only other way I have seen them fitted is timber wall plate as mentioned.

    When I check rusted steel members, typically I take 6mm of rust to be 1mm of steel lost. Just to give you an indication of how insignificant that rust is (in my opinion), however if its damp in there then it may cause your great great great gran children a problem.
