If they're a decent outfit then the roofers would refuse to complete the job unless the knackered stuff is properly fixed. I don't think bodging it is an option. Try to convince your neighbours to have it removed

My primary concern is safety and means of egress so I have thumb turns on mine.

Why not ask your neighbours if they had any structural calcs done, beams fitted etc?

I usually double mine up so hooks are together and put them in a figure 8. Seems to work ok

What's on the floor? If wall tiles down to tiled floor then low modulus silicone, if down to wooden floor then tiniest of gaps and don't seal

Nope. There's a big cavity under a block and beam (concrete) floor, for example. Lots of air flow needed to keep it dry
