Sounds to me like your boiler stat may have failed and is bubbling over, or as you say the primary coil has gone. Can you isolate the coil and re- test or pressure test the coil? HTH Gareth

Tie the ballcock up and run a hot water tap for 20 mins. See if the F and E level drops. Could also be a split DHW coil.
