    If the valve is already knackered, you haven't got anything to lose by trying to turn it with some pliers now. Go slowly though, you don't want to get it fully open, and then not be able to close it!

    The only other thing you could do is to use standard slotted concrete posts, but bolt a 2x2 timber into the slot (there are usually holes cast into the post). Then you can fix your 2x4 wherever you like.

    Is there a thermostatic valve on the radiator in the room with the wall thermostat? If there is open it fully, otherwise the room thermostat may never get to the point of turning the boiler off.

    Chimney Lining Problem

    Can you find someone with a smoke generator of some sort to test the stack? If its a damaged lining, or a stack height issue the problem will still occur, if it's due to heat / combustible materials then it shouldn't occur.
