Looks like a mixer tap. The hot runs through the middle of the tap and the cold around the outside. In essence a double walled pipe. This is why the hot is thinner and more central. It probably coming out faster as the pipe is smaller think thumb over hose pupe

Is the external wall, roof and floor insulated to current regs. It's a change of use so building control should be involved I believe.
