    common misunderstanding is that a trv controls the radiators temp not the rooms. a remote head trv will move the sensor away from the radiator.

    not really such a thing as a bypass radiator, yes the one in the index room with the room stat should not have a trv but an auto bypass should be fitted if needed by the boiler manufacturer or systems design.

    check the boilers instructions, most can be screwed to timber now but maybe a layer or two of sound proof plasterboard would help the sound issue. if you can fix studs floor and ceiling then that may help.
