    Complicated problem. Lots of variables. 15mm acoustic plasterboard will provide the most mass, but fixing directly could cause transmission of low frequencies. If it's your teenage son up there playing his Showaddywaddy LP's too loud, then it probably won't make much difference.

    You could use a Stanley knife. (Not one where the blade is likely to close on you) Use a brand new blade. Score out the shape you want, then keep going over it until you get through. Or use a drill with a cheap hole saw attachment. Go slow, don't push hard. Can be bought for under a tenner...
