    Asbestos fibres can't be seen unless under a microscope. The image is not that clear, but if you are seeing hair like fibres that's not asbestos. You can seal it with a gloss paint - oil based not water based.

    Yes. Building regulations do not apply to retrospective fitting - the general requirement is for it to be made no worse that when it was built. A handrail is better than no handrail.

    You need to be careful and ensure that if that is a SVP, the fast flow of the flushed water does not pull the trap out of that gully. Has the manufacturer approved that layout? That really should be a rest bend at the base of an SVP too. Surface drains set on gravel can move if the gravel does.
