The red guage as you put it is prolly the moveable red needle type thingy, its there as a guide- can you move it? The black one is the one to be aware of and is showing zero. Depending on what he has disconnected could cause this perhaps. If not put some pressure in it, via the filling...

OP look under the boiler front at the pipes from the bolier, the 2 large ones 22mm will be flow and return to your CH system. There may be a 3rd large one in the middlish - ignore this - it will be the gas pipe. On the 2 identified, hopefully they will have a valve on each near to the boiler...

Check the pressure in the expansion vessel. Car type (schrader) valve. Should have air in it approx 0.8 bar, if water comes out - its fecked

If its feasible to remove the garage without damaging the meter installation, I would make my own meter housing for it - if it can stay where it is. If not, its Bachos way.

Do you have a dripping HOT tap - even slightly. These have a very sensitive diverter valve on them.
