Have you checked you have power coming into the boiler and the controls are calling for heat etc..Make and model of boiler may help.

Best place to find vent positions apart from MI is British Standards although the change won't be in there yet. At our assessment centre we have just "aquired" a Burley flueless fire brand new and it actually came with the right vent.

I agree with the CORGI bit although as a centre we are trying to work with our local inspector. I agree continual training would be a good way forward, but nobody likes training. All I can say is people do not come to our centre and tick a few boxes to pass, we also refuse to assess some we do...
