lamens terms.. change the socket in the out building to a 13a fused spur, on the outgoing/load side of the fused spur connect your (if required) your sockets. now, wire a 3a fused spur from the last socket and on the outgoing/load side wire your lights. this way your sockets are fused to...

oppoligies if im wrong, but i think the OP was talking about the tank stat. if so, and assuming the heating system is fused to a 3a, a 0.75mm would suffice

1. if its the rcd only, potentially, the neutral has been put in the wrong neutral bar. 2. probable an element fault. 3. 5kw / 230 = 22amps mcb rated corect?
