Bodge solution - put some masking tape on from below over the hole, pour filler (e.g. pollyfilla) in from above. Couple of layers allowing time to set in between. Remove tape, sand and repaint just the area and you'll never know. Done this a couple of times on lath & plaster ceilings.

I have the same problem with MK single sockets and some old "Ashley" surface back boxes. The plastic around the lugs is too large and interferes with the plastic on the back of the socket itself, which prevents it from being installed.

Why wouldn't it be allowed? How would the cable be pulled out, if it's inside some plastic trunking? I'm assuming we aren't talking about exposed flex here.
