Incorrect. The purpose of balancing is to ensure that each radiator gets the correct flow, which is proportional to the output of the radiator. (Assuming the flow/return differential is the same.) So a 2kW radiator needs twice the flow of a 1kW radiator.

It woiuld be better to drain the system, getting rid of the unknown chemicals, then refill with fresh water to which you add the X400. Leave this in for at least a week (there's no time limit, but it's effectiveness reduces after a few weeks). Then drain, refill and add X100 inhibitor.

Have you checked that the water is flowing the correct way through the valve? There is an arrow on the side of the body showing the correct direction.
