u can buy a hot water pump that looks like a standard heating pump from plumb center cost about £65 plus 2 pump vavles £7 and connect up to hot water supply to boost hot water should work a treat and can fit under bath

what your problem could be is the installer could have have cut his flow and return pipework into the downstairs circuit therfore if u find one rad downstairs getting hot and the pipework(from drop internal in wall) could be micro bore it will barly circulate only a few rads getting hot upstairs...
