    Thank you all very much for your responses yes i do need it to measure capacitors, transistors, diodes,frequency and temperature. The reason i picked out the VC99 is because it ( according to the spec sheet) measures the greatest range of the capacitance,voltage etc and is within my price range.

    Thank you for your reply. I have already checked the spout and it doesn't seem to be discharging any water when the tank is overflowing because the float stops it so the water seems to be coming from somewhere else. the spout is also away from the actual overflow pipe.
