http://www.screwfix.com/p/plug-cutter-set-4-pc/11997 ideal for this. Used a lot in restoration and can be almost invisable in skilled hands. Use an offcut of the same wood and match grain direction. Kev

vote for Hot air gun. You need a decent power full one, Work quickly to avoid burning the wood. The trick is to get a lot of heat in there quickly and move on to the next bit ts a bit like brazing or soldering. you quickly get into the sequence where one arm is just in front of the other...

Standard type paint stripper? Normally just washes off with water. You will have to make good the damage its done though. Just wash it well and repaint. Kev

After years of workmates bought a machine mart one own one cos it was cheap. Its a bit rubbish, waiting for the cold to snap off the plastic handles and the folding stays are so flimsy that you dare'nt use them to steady it. ???? Kev

No idea of the suitability of the gun on plaster. Never tried it. I would think it a bit soft for a sharp scraper too. You may want to do nitromors here and a soft bristle brush. Skirting boards might be better to replace. In modern houses I find there such poor timber anyway, not worth it...
