If the cylinder itself is leaking you more than likely need to replace it. If it is a Connectio to the cylinder it can more than likely be repaired.

Diverter Valve may be stuck. Flow switch could be stuck. There could be air in the heating pipework to the heat exchanger.

Put PRV on the whole house after mains stopcock. Then you will have balanced pressures throughout the house.

Are your pipes all earth bonded? I have heard of electrical faults introducing electric current into a heating system and causing multiple pin-holing over a short period of time. I have never seen it myself.

I think the burner will be firing periodically to keep the store warm ready to give you hot water when you need it... the diverter valve must be passing, sending hot water to the radiators. You more than likely need a new valve body, but it could equally be the motor-head stuck in neither one...
