    looking at the nails in the photos I've attached, I'm inclined to say the joists are parallel to the wall I want to run the cable down... Looking more closely, the board seems to be nailed down and glued to adjoining boards? (apologies, the photos seem to have rotated when they were uploaded!)

    Laying turf on sand where slabs used to be - will it grow?

    Sand is low in nutrient and doesn't retain moisture well, so grass might struggle. Rather than compost, I'd get some topsoil and put it down first, try mixing it in with the sand to "dilute" it.
