yes you can use one core as permanent live and link across to the other switch. The other two cores are then your 2 switched lives.
Don't forget to mark each core as LINE (with brown sleeving)

You'll be better off for it as otherwise all sorts of dirt/dead insects end up in the lights
EDF (as was) will never provide a 'free' earth. If you can get them to strap onto the lead sheath expect to pay at least £250 + VAT.
An earth rod might be an easier (or the only) option, but then you'd be looking a board upgrade.....

I doubt they'll replace it - you could always do IR test to see how cables are.

was it the circuit breaker you tripped or the RCD?
If the latter this might just be because you accidentally touched neutral and earth together - even if the circuit if off this will happen and not anything to worry about.
If it wasn't the RCD - did you get a shock? Was the circuit...

You need to push in the fuse carrier pretty firmly and quite far - it will give a little 'click' and then screw up tight

You may find that you are too close to a joist to fit the down light as pendants are generally fixed to them. You will need to move the down light as per the manufacturers instructions - but normally min 50mm from joist. Do not fit it any closer - I've seen a number of joists charred due to heat...
I think you need to get an electrician in with some test equipment - they will be able to trace the problem - but might also want to upgrade to RCD protection for the sauna before reconnecting - I know I would!
and more - it depends on size of property, no of circuits and location of property (ie London/SE more £). And just because you have 4 fuses doesn't mean you only have four circuits -I've seen up to 5 sharing a lighting fuse and 2 or 3 on a socket one!
