Do you know when they bought their house? Could be worth finding out via land registry along with Google street view images just to find out if it was them that paved the bit you think is yours? What they tell you verses what they actually think/did might be different?
Have you tried looking on Google Street views history to see if you can see back to when the driveway may have been changed as it looks like the section you think is yours behind the little Micra has been paved separately from both your driveway and your neighbours.

Thats would be my suggestion. IBC's can be picked up off eBay cheap and are good for 1000litres of water. My parents have 6 of them dotted around there property all being filled off the various outbuilding roofs. they still have to use mains water occasionally for watering there Veg patch but...
Personally I've always used the theory that I can work on any devices in the house but gas. Electricity is basically my job and water is essentially harmless. Gas is easy to not see a problem and find yourself having to try and convince your insurance company to pay up for a new house!

Can you see the brickwork from outside? if you can then you'll be able to tell if it is a solid wall or a cavity fairly easily.
A solid wall will have rows of bricks with every other brick turned sideways across the depth of the wall to tie both layers together. A cavity wall wont have this...
seems like the perfect time to join forces and share costs. 1 architect, 1 surveyor, 1 Building team etc etc. not going to half your costs but will certainly save pennies here and there and probably end up making things looks nicer.
