Try taking the white plastic thermostat bit off the thermostatic valve you should see a brass coloured pin. Make sure this moves up and down freely. Sometimes they stick closed. I have had same syptoms and that was the solution gentle(!) tapping with a hammer freed the pin now all is fine...
