Its leaked at some stage probably a fibre washer on the pump nut. If its all dry now leave it alone

Its a bypass and should be slightly open so that if your motorised valves are shut heated water still has a path to flow through

That type of valve in your link if you remove it youll see its got a white shaped disk inside. while removed youll probably find when adjusting the temperature setting that the disc doesnt move up and down
