    There could be Wood Dye on the wood ! Apply Johnstones Aluminium Primer on your current primer. Then apply Johnstones Alkyd Undercoat (Two Coats) Then apply Johnstones Alkyd Eggshell.

    Errrmmmmmmm........... With the wording of the, "strip old paper from walls and prepare surfaces to receive emulsion paint." I would say you have a good argument. As it states, " PREPARE surfaces to recieve emulsion paint".

    When did you wash your walls ? I assume you washed the bare plaster ! Is this so ? If yes to above, what did you uise to wash the bare plaster ? What is the exact instructions on the Base Coat ? What is the exact instructions on the Diamand Matt ?

    Sanding between coats

    You do not need to rub down between coats when using Matt or Vinyl Matt. If you use Soft Sheen or Silk in the same day then there is also no need to rub down.

    It is easy fixed "diyisfree"...... Dont use 'Zinsser 123' on Knots as it does not work. White Knotting Shellac is only intended for new/bare wood, though i know of many Decorators who have used it on previously painted surfaces to good effect. Dont touch up with 'Zinsser Products' also...

    Pmsl.............................. There is certain "special" water/acrylic based paints that can be applied over oil based paints. What is very dodgy is applying emulsions over certain oil based paints. i.e. matt emulsion onto oil based gloss etc........

    I assume you are in an New Build House that Has Gyproc Walls and Cielings ! If so, then this problem that has happened to you is caused by the very first coat of emulsion has been overthinned or not thinned at all, assuming the emulsion was an Matt Emulsion. Best route to take is use PVA...
