Thanks gents. I'm going to hire a rothenberger rp50 , wet test defo seems worth it, with around 350+m of pipe prior to screening, the water will prove much easier to locate a potential leak.
Probably stuck. Give it a wiggling, tap it with hammer, to try loose it up.

Rothenberger make an expanding tool with various head sizes from 15mm upwards. Takes seconds to use but doesnt come cheap at about £100 for the toll plus £40 a head and upwards size depending.
A good quality strap wrench should sufice from rothenberger or ridgid. What is the pipework being used for that you can't leave a mark on it cos a normal stillson/ pipe wrench would be the obvious answer.
...I seem to have to finish it off with my stanley knife. Is this right or should it cut all the way through?

We use a Rothenberger at work, very handy not having to drag the big welding bottles out for unseizing bolts etc on motorcycles.
Very well made bit of kit, we have the yellow bottles (MAP).
If the blockage is at the pan or close pipe work end, the Rothenberger Ropump is an excellent piece of kit (Screwfix 63775).
It may be hireable from somewhere.
I've used these before and had no sign of a backfire - which was advantageous.....

wondering whether a pipe cutter (am using a rothenberg) might but a bulge in the pipe next to the cut, I am sure there are no burrs on the outside of the pipe.
