    I have a cheap digital vernier gauge, use it all the time, probably only about £5 off eBay, not incredibly accurate of course but great for measuring bolt diameter, drill bits etc, wouldn't be without it. But if you've never had a need to own such tools up to now then why would you bother?

    Are you building the roof with trusses of some kind? If so you can fix a couple of diagonal braces on the top or bottom of the bottom chord (of the trusses).

    Yes just consider your bracing, perhaps consider some diagonal bracing at roof level too and as above some plywood or OSB sheathing on the ends. What's the exposure like, is it exposed particularly or in between say a fence and the house wall?

    If the opening has been sound with no sign of cracking etc for several years its reasonable to assume whatever beam has been used was suitable.

    Of course it can, look up capillary action. Wind and differential air pressures can play their part too. Any timber cladding is a 'rain screen' not 'rain proof'.

    That looks like it's an opening already that's been boarded up. Peel off a bit of the board near the top and see what you find.
