If you're building a timber frame anyway then I think pads/piers makes more sense. Less material required, air flow under your frame and you don't have to worry so much about how wet the ground is in the area.

Even if that's true, the flags are damp enough for long enough that you've got algae growing on them. Get the shed raised up, out of the moisture and let air flow around the bottom.

If that's a permeable membrane the base will absorb moisture from the soil, and then rot. If it's a non-permeable membrane, you want to make sure there's not a way for rain to get on top of the membrane as your bearers will be sat in puddles that take a long time go to away, and then rot.

Timber doesn't just go mouldy without a reason. Either it was already wet, or there is a source of moisture keeping it wet. Perhaps it has never completely dried out? Try drying it out completely, then put it back in the van and see what happens.

It's not going to take months to dry inside your garage. You could point a fan at it if you want to speed up the drying process.

Have you considered sitting on a heated blanket? Much cheaper to run.

Have you got gutters? Eaves? Don't see any pictures that include any part of the roof.

If they use 10x the power they would have to be more than 10x quicker to be cheaper. And if you're venting all the heat outdoors then that's a wasted opportunity, to say the least. I use Wayner's approach, dehumidifier pointed at washing rack. Yeah, takes ages.
