    It looks like a water leak to me, and is likely caused by a high volume of water coming off the roof because of melting snow. I would be very surprised if it's condensation. If it appeared quickly and the area is all damp it's likely a roof leak.

    It's likely that the suspended floor is causing an issue. You'd need to do the whole floor, 1m out would still leave a lot uninsulated, so no real difference. I'm sure there'll be a lot of info online if you look for it.
