    That photo looks like it could be vermiculite or some other sort of mineral insulation product. Could it be part of the boiler or somewhere else in the system as insulation/heat shield and has somehow broken away and found its way into the system?

    If those grey things are doors then of course no skirting. Fit the plinth wall to wall and get creative with that little end piece of skirting, mitre cut or round it off by sanding. There might be a sh*tty looking bit of plaster by the floor that will need tidying up with filler.
